Description
From T2 Generator, Generator needs heat conducting medium to utilize its full strength. Not providing heat conducting medium to it will result in nothing different than T1 Generator. You can visit this in detail in JEI.
Input water can provide energy, but it will not boost the heating range nor the temperature.
Input steam can allow T2 Generator to operate at its optimum while boosting its heating range and temperature.
